The goal is to provide technical assistance (TP) to Gosstroy in updating three national building codes (SNiP) for public and residential new and existing buildings with improved energy efficiency parameters for boiler installations, heating, ventilation and air conditioning installations, as well as enclosing structures for multi-apartment residential buildings (energy-efficient part).

Description of services:
- Creation of a TP coordination mechanism and formation of an inclusive working group of stakeholders
- Conducting an analysis of international best practices and gaps in the current national regulatory framework for public and residential buildings. The most relevant technologies for using clean energy and building materials have been identified
- Development of the first drafts of the three selected building codes.
- Conducting an official examination of the first projects and finalizing the revised building regulations
- Development of an effective mechanism and tools for the implementation and enforcement of the revised building codes.
- The revised building codes will establish mandatory minimum energy efficiency requirements designed to regulate energy consumption in all new and existing public and residential buildings.
