Development of a package of documents regulating the procedures for energy certification of buildings and periodic monitoring of the energy efficiency of boilers, heating systems and hot water supply of buildings, including provisions on:
- The State Register of Independent Specialists in the field of energy efficiency of buildings and the results of their work
- Training and qualification certification of independent specialists, and training materials
- for Monitoring the quality of work in the field of energy efficiency of buildings

Description of services:
- Technical support to the State Agency for Architecture and Construction of the Kyrgyz Republic in the development of by-laws and other regulatory documents for the development of the Law of the Kyrgyz Republic "On Energy Efficiency of Buildings"
- Support for the harmonization of technical standards with new legislation
Result/ Impact:
Designed and prepared:
- Draft Regulations on rules and procedures for qualification certification of specialists for energy certification of buildings and periodic inspection of boilers, heating and hot water supply systems;
- Training materials and training modules for training specialists, 300 test questions for exams on legislation and technical calculations, and a test program-an application for assessment;
- Draft Regulations on the State Register of Energy Certificates of Buildings, periodic Inspection Protocols, and Certified independent Specialists;
- Gosstroy employees have been trained, and a draft registry website has been developed (www.energoreestr.kg ), modules and manuals have been developed for registry operators
- The function of exporting data from the calculation program for calculating the energy certificate of buildings has been developed to automatically upload data to the registry.
- Draft Regulations on quality monitoring of energy efficiency certification of buildings and regular inspection of boilers, heating and hot water supply systems in buildings; and
- Report on the best practices of quality control in the EU;
