A Roadmap for Sustainable Heating will be developed in Kyrgyzstan. This initiative responds to the serious environmental threat posed by air pollution, especially in Bishkek, where poor air quality affects public health.
UNISON Group serves as the implementing partner for this project, supported by the World Bank.
The main goal of the initiative is to support the Government of Kyrgyzstan in developing a Roadmap for Sustainable Heating in the building sector. The roadmap will outline timelines and costs for transitioning gradually toward clean and environmentally friendly heating solutions.
One of the main sources of air pollution is the heating of residential buildings with solid fuels during the winter season. Most households, particularly low-income ones, rely on traditional solid-fuel stoves as their primary heating source. In addition, district heating systems remain in poor condition due to insufficient investments in maintenance and rehabilitation.
Tariffs for heat and electricity are significantly below cost-recovery levels, which leads to further infrastructure deterioration, dependence on subsidies, and a lack of incentives for end-users to invest in energy efficiency.
